Relating to: establishing a publicly financed health care system for residents of this state, creating the Department of Health Planning and Finance, Health Policy Board, and regional consumer health councils, granting rule-making authority, and making appropriations.

By Senators Miller, Risser and Carpenter; cosponsored by Representatives Benedict, Berceau, Black, Boyle, A. Williams, Hebl, Parisi, Pocan, Pope-Roberts, Zepnick, Sinicki, Hilgenberg, Fields, Kessler and Grigsby.

The Committee will also hear testimony on the following:

  • Wisconsin Health Care Partnership Plan
  • Wisconsin Health Plan
  • BadgerCare Plus
  • Smart Medicine

February, 2007: The "Independent Reviewer" rates Wisconsin's three major health care bills

July, 2006: Dr. Bannister compares the Health Security America plan with HR 676, the Democrats' single payer plan, sponsored by Rep. Conyers.

February: Dr. Bannister spoke before the Winnebago County Medical Society, February 1st, 2007.



Dr. Bannister has lectured in many venues, including at Wisconsin's 7th Congressional District convention, local medical societies, Kiwanis and Lions clubs and is looking forward to lecturing at the Wisconsin American Federation of Teachers convention Oct. 25–27 in Appleton.

Update: Dr. Bannister lectured at the AFT convention and had an excellent reception from local union presidents—seemingly great support, too.


At its convention in LaCrosse June 9–10, the Democratic Party of Wisconsin passed the health care resolution based on Health Security America:

Whereas, the American health care system spends twice per person as Japan and Sweden for a life expectancy of 5 and 3.5 years less; leaves 45 million people uninsured; stifles competition, portability and patient choice; and ,

Whereas, Health Security America, a new, citizen-controlled , self-funded, efficient health care plan with a diverse 295,000,000 person risk pool, directed by the book, Health Security America: Fixing the health care crisis by Dr. Fred Bannister offers a health- secure America;

Therefore, resolved, all citizens may participate from birth to death in Health Security America, those under 19 without cost.
